Health and Safety Apprenticeships: A Complete Guide for UK Employers in 2026

Employer Guide · Health & Safety

Workplace health and safety is about more than meeting legal requirements. It is about protecting employees, preventing avoidable incidents and creating an environment where people can perform at their best.

For employers across England, developing the right health and safety expertise within their workforce is an important part of building a responsible, resilient business.

A health and safety apprenticeship offers a practical way to develop these skills, combining structured professional training with real workplace experience. Whether you are looking to recruit new talent or develop an existing employee, the Level 3 Safety, Health and Environment (SHE) Technician Apprenticeship could be a valuable investment in your organisation's future.

What is a health and safety apprenticeship?

A health and safety apprenticeship is a work-based training programme that develops the knowledge, skills and behaviours needed to support safe working practices. The Level 3 Safety, Health and Environment Technician Apprenticeship prepares individuals to help organisations identify risks, support regulatory compliance and promote a positive workplace safety culture.

Apprentices gain practical experience while developing their understanding of occupational health, workplace safety and environmental responsibilities. The programme is relevant to organisations operating in sectors such as manufacturing, engineering, logistics, construction and other environments where effective risk management is essential.

What skills does a SHE Technician apprentice develop?

A successful health and safety professional needs more than technical knowledge. Communication, observation, problem-solving and the confidence to challenge unsafe practices are equally important. The Level 3 apprenticeship develops several key areas of competence:

1. Risk & hazardRisk assessment and hazard identification

Recognising workplace hazards, assessing potential risks and recommending appropriate control measures, so problems are caught before they cause accidents or disruption.

2. LegislationHealth and safety legislation

Building awareness of employer responsibilities, statutory requirements and the procedures needed to maintain safe working environments.

3. InvestigationIncident reporting and investigation

Supporting incident investigations, analysing information and recommending improvements that help prevent similar events.

4. EnvironmentEnvironmental awareness

Understanding environmental legislation, sustainable working practices and how organisations can reduce the impact of their operations.

5. CultureCommunication and safety culture

Developing the communication skills needed to contribute to inductions, deliver safety briefings and encourage colleagues to work responsibly.

Why should employers invest in health and safety apprenticeships?

Developing health and safety capability within your workforce can offer several long-term benefits.

Build internal expertiseTraining an existing employee builds professional safety knowledge alongside an understanding of your organisation's operations, processes and workplace challenges.
Support effective risk managementA trained SHE technician can contribute to identifying hazards, reviewing procedures and strengthening day-to-day safety practices.
Develop future professionalsApprenticeships provide a structured development pathway for employees who want to progress into health and safety roles.
Encourage a positive safety cultureEmployees are more likely to engage with workplace safety when they understand its importance and see consistent support from colleagues and managers.

Importantly, an apprentice supports your wider safety management arrangements rather than replacing the employer's legal responsibilities or the need for appropriately competent advice.

Who can undertake a health and safety apprenticeship?

The Level 3 SHE Technician Apprenticeship may suit:

  • Employees already involved in workplace health and safety activities
  • Individuals looking to begin a career in occupational safety
  • Existing staff moving into a dedicated SHE support role
  • Employers seeking to develop their internal health and safety capabilities

Apprentices must have a genuine role that enables them to develop and demonstrate the required occupational skills. Employers and training providers should also assess applicants' starting knowledge, experience and English and maths requirements.

How long does the apprenticeship take?

24 Months, typical duration. The Level 3 Safety, Health and Environment Technician occupational standard specifies a typical training duration of 24 months, excluding the end-point assessment period. The exact training plan should reflect the apprentice's prior experience, individual development needs and applicable apprenticeship funding rules.

Is government funding available?

Yes. Eligible employers in England can access government support for apprenticeship training and assessment. Under the apprenticeship funding arrangements introduced in August 2026, eligible non-levy-paying employers can receive full government funding for the training and assessment of apprentices aged 16 to 24, up to the relevant funding band. Different arrangements apply to other apprentices and levy-paying employers.

£5,000 Published maximum funding band. The Level 3 SHE Technician Apprenticeship has a published maximum funding band of £5,000. Employers should check the applicable rules before enrolment, as funding depends on factors including the apprentice's age, the employer's circumstances and the programme start date.

How can employers get started?

Before introducing a health and safety apprenticeship, it is worth considering three questions:

  • Where are your current skills gaps? Review whether your organisation needs additional support with risk assessments, incident reporting, workplace inspections or environmental practices.
  • Who could benefit from training? Consider both existing employees and potential recruits who could develop into valuable SHE professionals.
  • What support will the apprentice receive? Identify a suitable workplace supervisor and ensure the apprentice will have opportunities to apply their learning.

Taking time to answer these questions can help ensure the programme creates genuine value for both the employee and the business.
